This guide was developed for the “Accounting for Basic Services” project of the Heinrich Boell Foundation, Afesis-corplan, The Built Environment Support Group, Planact and Isandla Institute. It aims to help activists hold their municipalities to account for the services they provide, the money that they spend, and the decisions that they make.
