Afesis-corplan submitted comments on the Buffalo City Metropolitan Municipality’s (BCMM) draft Spatial Development Framework (SDF) which was gazetted on 14 September 2020. In our proposal we make two points:
- The SDF needs to designate incremental upgrading areas (this means that over and above showing where upgrading of informal settlements will happen it must also identify land for managed land settlement.); and
- The SDF needs to include land assembly plans or land acquisition and development plans (this means that the SDF must explain not only where it would broadly like to see housing and other land use activities taking place but must also explain what government will do to acquire strategic portions of land so as to work towards its spatial vision).
The public has until about 14 November 2020 to make their own submissions. Comments to be sent to Raymond Foster at the BCMM planning department at raymondf@buffalocity.gov.za
